National Target Programs Help Transform the Rural and Upland Areas of Lao Cai

On the afternoon of June 9, the Provincial People's Committee held a conference to review the implementation of the national target programs in the 2021–2025 period.

 

Attending the conference were the following officials: Mr. Vu Xuan Cuong – Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Vu Van Cai – Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People's Council; Mr. Hoang Quoc Khanh – Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for National Target Programs; along with other members of the Provincial Party Standing Committee; leaders of the Standing Committees of the People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the province; the Provincial National Assembly Delegation; members of the Provincial Steering Committee for National Target Programs; agencies and units assigned to support communes; leaders of districts, towns, and cities; and collectives and individuals recognized for their outstanding achievements in the emulation movement for implementing the national target programs during the 2021–2025 period.

Overview of the Conference.

In the period of 2021 - 2025, Lao Cai province has focused resources and high political determination to synchronously implement 3 national target programs: New rural construction program, Socio-economic development program for ethnic minority and mountainous areas (Program 1719), Sustainable poverty reduction program. These are major policies of strategic significance of the Party and State, directly and deeply affecting people's lives, especially in rural areas, mountainous areas, remote areas, and ethnic minority areas.

National Target Programs Contribute to Transforming the Upland Areas of Lao Cai

Most of the annual and periodical targets set by the central government have been fully met or exceeded. Specifically, the average annual poverty reduction rate in Lao Cai province for the 2021–2025 period is estimated at 4.48%, surpassing the set target by 0.48%. In particular, the poverty rate in designated poor districts has decreased by 7.89% per year on average, exceeding the target by 0.89%. Among ethnic minority groups, the poverty rate has decreased by an average of 6.63% per year, 0.63% higher than the target. Across the province, 10,635 out of 10,707 substandard houses have been started, with 8,723 already completed (including 5,397 newly built and 3,326 repaired). The province is expected to reach 100% completion by June 30, 2025.

During the 2021–2025 period, the Provincial People's Committee recognized 4 additional communes as meeting new rural standards, bringing the total to 65 out of 126 communes. Additionally, 5 more communes were certified as advanced new-style rural communes, raising the total number in the province to 7.

The rural and mountainous areas of the province have seen remarkable transformations. Socio-economic infrastructure has been invested in, upgraded, and developed synchronously, creating a solid foundation for sustainable development. The material and spiritual lives of the people have continuously improved, with average per capita income steadily increasing.

Public awareness and the role of people as central actors have been strongly promoted. Communication and mobilization efforts have been widely and effectively implemented, fostering consensus and leveraging the collective strength of the entire society. People are increasingly proactive and enthusiastic in contributing their efforts, intelligence, and resources to the development and monitoring of program implementation.

Despite facing many challenges, the province has consistently prioritized the allocation of resources for new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas. During the 2021–2025 period, the province has integrated and mobilized over 2.8 trillion VND to implement national target programs, exceeding the level mandated by the central government.

These results stand as a testament to the relentless efforts of the entire political system, along with the solidarity and cooperation of the business community and the people of the province.

At the conference, delegates discussed many valuable experiences and good practices in implementing national target programs for the 2021-2025 period in the province.

Speaking at the conference, Comrade Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for National Target Programs, requested Party committees, authorities at all levels, sectors, the entire political system, businesses and people in the province to focus on improving the quality and sustainability of the programs.

As stated in the speech, the National Target Program on New-style Rural Development must be implemented in a substantive and in-depth manner, with a focus on enhancing the quality of key criteria, particularly income, environment, production organization, and social order and safety. Efforts should be intensified to build advanced and model new-style rural areas, closely linked with rural tourism development and the OCOP (One Commune One Product) program. Program 1719 will continue to prioritize addressing urgent issues such as residential land, housing, productive land, and access to clean water. It will also focus on developing sustainable livelihood models suited to the potential, advantages, and cultural characteristics of each ethnic group. Special attention must be paid to planning and stabilizing rural residential arrangements. The Sustainable Poverty Reduction Program must be implemented through comprehensive, multidimensional solutions. Support must be targeted and well-identified to avoid fragmentation. Emphasis should be placed on vocational training, job creation, production support linked to the market, and inspiring the poor to be self-reliant and strive for better livelihoods.

In preparation for the uninterrupted and continuous implementation of national target programs following the reorganization of the two-tier local government structure and provincial merger, the Standing Vice Chairman of the Provincial People’s Committee requested that agencies, units, and localities proactively conduct reviews and promptly advise the Provincial People’s Committee on adjustments and additions to regulations related to the organization and management of these programs. It is necessary to ensure effective handover and reception of content, projects, cost estimates, and planned funding sources. The newly established commune-level People’s Committees must immediately consolidate their steering systems for national target programs, assign specific responsibilities to organizations and individuals for each program component, and proactively and flexibly implement the programs to ensure the assigned targets and tasks are achieved.
