By 2026, Lao Cai province is preparing over 500 hectares of cleared land to welcome investors in the industrial sector.
During the period 2026-2030, Lao Cai province plans to develop 20 industrial parks (IPs) with a total area of approximately 5,797.89 hectares and 50 industrial clusters (ICs) with a total area of 2,647.84 hectares. In 2026 alone, the province will create more than 500 hectares of cleared land in IPs and ICs to attract strategic domestic and foreign investors.
The province's industrial development plan is based on maximizing the advantages of mineral resources and connecting transportation infrastructure. With abundant resources such as apatite, iron, and copper, industrial parks are concentrated in advantageous locations, closely linked to large mines in Ta Phoi, Sin Quyen, Quy Xa, and Lang Giang, facilitating deep processing to enhance resource value. The province's network of industrial parks and clusters also closely follows the Noi Bai - Lao Cai expressway, national highways, and the standard-gauge railway line from Lao Cai to Hanoi and Hai Phong, which is currently under construction, optimizing transportation costs for raw materials and export goods.

Along with the mining and mineral processing industry, Lao Cai province also focuses on attracting investment in the production of consumer goods and export products to utilize local labor and raw materials. Industries encouraged include processing of agricultural and forestry products, food, medicinal herbs, garments, and high-end footwear. Notably, the plan also opens up new avenues for high-tech and clean energy sectors such as: medical equipment, pharmaceuticals, electronic equipment assembly, information technology, and the production of renewable energy equipment (wind power, solar power).
To realize the above orientation, the province's industrial park system will undergo significant adjustments in scale by 2030. The province intends to maintain the area of the four existing industrial parks and increase the area of key industrial parks such as Tang Loong (up to 1,100 hectares) and Bac Duy Hai. At the same time, five new industrial parks will be added, with a total area of 926 hectares, including Bat Xat, Cam Duong, Thong Nhat, Viet Hong 1, and Viet Hong 2. Some projects that are not suitable for the current situation, such as the Coc My - Trinh Tuong Industrial Park, will have their area reduced, while the Phu Xuan Industrial Park will have its implementation accelerated.

Specifically for 2026, the province aims to establish at least two new industrial parks: Ban Qua and Vo Lao. Regarding industrial clusters, the province strives to establish at least five new clusters: Bao Minh, Bao Hung 2, An Thinh, Ban Phung, and Yen Hop (Phase II), bringing the total number of industrial clusters to over 25. Notably, at least 500 hectares of cleared land will be prepared this year to welcome strategic domestic and foreign investors.
Lao Cai province is also urgently and decisively rearranging its development space to serve key national projects. In 2026, the province will relocate the entire Dong Pho Moi Industrial Park along with the Dong Pho Moi and Son Man Industrial Clusters. The land from these industrial parks and clusters will be repurposed, prioritizing the construction of the Lao Cai - Hanoi - Hai Phong railway line and ensuring long-term integrated transportation and logistics infrastructure. In addition, the province is studying the implementation of a plan to transform the Tang Loong Industrial Park into a green, ecological industrial park model.

Technical standards are strictly controlled, requiring 100% of operating industrial parks to have centralized wastewater treatment systems that meet standards; the average occupancy rate of industrial parks reaches over 70% and industrial clusters reaches approximately 60-70%, ensuring industrial development goes hand in hand with environmental sustainability.
Looking ahead to 2030, Lao Cai province will continue to expand its industrial parks with a total area of over 8,000 hectares, gradually asserting its position as one of the industrial centers of the Northern Midlands and Mountains region.
