Lao Cai is determined to achieve 100% drug-free communes and wards by 2026.

The Standing Committee of the Lao Cai Provincial Party Committee recently issued Resolution No. 51-NQ/TU dated February 12, 2026, on focusing leadership and guidance on building "drug-free communes and wards." This is a strong political determination of the province to create fundamental and sustainable changes in drug prevention and control, aiming to preserve a peaceful and happy life for the people and create a safe environment for socio-economic development.

 

According to the Resolution, in recent years, drug prevention and control in Lao Cai province has received strong leadership and direction from Party committees and authorities at all levels, with the coordinated involvement of the entire political system and the support of the people, creating positive changes in awareness and action. Drug-related crimes and social ills have been gradually brought under control, with many areas experiencing reductions in both the number of crimes and the number of drug addicts. Investigation, prosecution, and trial have been carried out rigorously, promptly, and in accordance with the law, contributing to maintaining security and order in the province.

The implementation of the "drug-free commune/ward" model has achieved important initial results. To date, 32 out of 99 communes/wards have been recognized as meeting the drug-free criteria; 25 communes/wards meet the requirements for consideration for recognition in the near future, creating an important foundation for further expansion, improvement of quality, and ensuring the sustainability of the model throughout the province.

However, the crime and drug situation in the province remains complex, with a large number of people involved in drug-related activities still under management. The main reasons stem from the lack of decisive implementation in some areas, the insufficient utilization of leadership roles, and the limited awareness of some people in mountainous regions.

Against this backdrop, the Provincial Party Standing Committee has identified the construction of "drug-free communes and wards" as a key and breakthrough task for the entire political system in 2026. Leveraging the combined strength of the political system and the entire population in the regular, continuous, and synchronized implementation of drug prevention and control measures, the goal is to resolutely and decisively "cut off demand and block supply"—thoroughly addressing the source of demand and blocking the source of supply—to strive for the completion of building 99 out of 99 drug-free communes and wards in Lao Cai province by 2026.

The province aims to be a leading example among the 34 provinces and cities nationwide with a specific roadmap: By December 31, 2026, maintain the standards already achieved in the areas where they have been certified and complete the construction of the remaining 67 communes and wards to achieve 100% drug-free communes and wards throughout the province. From 2027 onwards, the province will focus on sustainable solutions to prevent the recurrence of crime and social vices.

To realize this goal, the Resolution outlines a comprehensive system of solutions based on the principle of "Prioritizing prevention; closely combining prevention with a determined offensive, targeting and aiming at the root causes of drug-related crimes," thereby thoroughly addressing the demand and blocking the supply of drugs, focusing on grassroots areas and residential communities as the central point for implementation, ensuring the effective and sustainable eradication of drug-related crimes in these areas.

The resolution requires clear assignment of tasks according to the "four clear principles" (clear person, clear task, clear responsibility, clear completion time) and "three no's" (no overlapping, no neglect of tasks, no avoidance of responsibility). In particular, the results of implementation will be an important criterion for evaluating and ranking cadres and Party members annually. Party Secretaries of communes and wards will be held directly accountable to the Provincial Party Standing Committee if hotspots arise or if cadres under their management violate drug laws without timely reporting.

Besides intensifying the fight against and thoroughly dismantling drug trafficking rings, the province will focus on "cleaning up" the area through strict management of illegal drug users and those who have completed rehabilitation, following the principle of "each individual must have at least two supervisors." Simultaneously, Lao Cai will strengthen the application of the National Population Database and digital transformation to track money flows and control criminal activities in cyberspace. Financial resources will also be prioritized for upgrading rehabilitation facilities, investing in specialized equipment, and supporting vocational training and livelihood creation for those reintegrating into the community.

Resolution No. 51-NQ/TU also emphasizes the core role of the Public Security forces and the coordinated cooperation between Border Guard, Customs, and political and social organizations. The Provincial Party Standing Committee assigned the Provincial Public Security Party Committee to take the lead in advising on the establishment of a provincial-level Steering Committee, and requested local Party committees and authorities to complete the development of implementation plans before March 15, 2026. With the highest sense of responsibility to the Party and the people, Lao Cai hopes to create a widespread "All People Protect National Security" movement, and soon make the locality a "drug-free province" in the near future.
