Digital transformation is the driving force for Lao Cai development

The National Digital Transformation Program to 2025, with orientation to 2030, was approved by the Prime Minister with 3 pillars: Digital Government, Digital Economy and Digital Society. Implementing this program, Lao Cai is making efforts to implement effective solutions for digital transformation, especially the development of digital government, thereby contributing to improving the effectiveness and efficiency of the government, creating development for society.

Determining the province's digital transformation goal is to develop digital government, digital economy and digital society, Lao Cai pays attention to digital transformation in key areas and priority areas, which are: Digital transformation in Party organizations, in the following areas: Education and Training, Health, Culture and Tourism, Agriculture and Disaster Prevention, Natural Resources and Environment, Construction - Transport, Security and Order; Developing the border gate economic zone into a smart model, expanding trade through digital connection; piloting comprehensive digital transformation in some localities at commune level, Building a pilot model of smart residential neighborhoods and new rural areas in the province.

The province has embarked on building digital government based on the results and success of the e-government architecture. Lao Cai has made the connection between electronic documents inside and outside the province, digitally signing documents at 4 administrative levels. The rate of work records processed on the network environment of the whole province reached 79.76%; The percentage of documents that are completely digitally signed is 79.53%;... Up to now, the rate of providing online public services at level 3 and 4 on the Provincial Public Service Portal is 1,194 services/2,019 administrative procedures reaching 59.1%, 759 level 4 public services reaching 37, 6% (at least 30% of the target assigned by the Government); the ratio of online settlement dossiers to the total number of administrative procedures settlement dossiers reached 56.24%. At the same time, ensure the receipt of documents and return the results of administrative procedures through the public postal service. Maintain Zalo application in building e-Government, serving people and businesses to exploit, look up information, carry out administrative procedures.

Deploying the Intelligent Operation and Supervision Center (IOC) located at the Public Administration Service Center of the province helps the province to monitor, administer, coordinate, statistic, report, and support decision-making in only directing, administering, and managing society. This is the place to update the activity data of the whole province in real time; capable of analyzing data, supporting provincial leaders in management, making quick and effective decisions. Contributing to creating a fundamental shift in the construction of e-government and smart cities, towards the goal of building a digital government, a digital economy, and a digital society. At the same time, the People's Committee of Sa Pa town and the People's Committee of Lao Cai city were selected as the point units to deploy the modules (OC) of the Intelligent Monitoring and Operation Center (IOC).

The target by 2025, the proportion of digital economy of Lao Cai province belongs to the group of leading provinces of the Northern midland and mountainous region; Lao Cai province is in the list of 20 leading provinces and cities in digital transformation; Top 10 provinces and cities in readiness for information technology development and application (ICT-Index); Top 10 provinces and cities on provincial competitiveness index; fiber optic broadband network infrastructure covers over 80% of households and 100% of communes; universalization of 4G/5G mobile network services and smart mobile phones, etc.
