Lao Cai: Evaluation of the implementation results of the National Target Program 1719 for the period 2021 - 2025, proposed content for the period 2026 - 2030
On May 27, the Steering Committee for National Target Programs (NTP) of Lao Cai province held a conference to evaluate the results of the implementation of the NTP for socio-economic development in ethnic minority and mountainous areas (NTP 1719) for the period 2021 - 2025 and propose content for the period 2026 - 2030. Attending the conference were leaders of departments, branches, and representatives of the districts: Bat Xat, Bao Thang, Van Ban, Sa Pa town and Lao Cai city.

National Target Program 1719 is a major policy of the Party and State. The Government and the Prime Minister have deployed comprehensive implementation solutions with diverse content and implementation forms.
Implementing the mechanism of decentralization and delegation of authority during the implementation process, localities have been more proactive in managing and using capital sources of the Programs. To implement, the People's Council of Lao Cai province has issued Resolutions on decentralization to localities; when decentralized, localities have proactively reviewed, synthesized and promptly adjusted the capital structure between projects, component contents, and removed difficulties in the progress of disbursement of capital plans of each program and project.
Thereby, increasing the maximum disbursement rate for projects; increasing the level of benefits for the subjects (poor households, near-poor households, and newly escaped poverty households are guaranteed to enjoy full benefits when participating in the Program); increasing funding for projects to support production development and diversify livelihoods to help people access State support capital.

Coordination and integration of resources are emphasized, especially in the planning and implementation stages. Resources are integrated to invest in essential infrastructure such as roads, schools, health stations, etc. instead of investing separately in each program. In implementing livelihood support, many models have integrated capital sources between the National Target Program 1719, the Sustainable Poverty Reduction Program, and the New Rural Program, contributing to increasing the scale and effectiveness of support.
According to statistics from the Department of Ethnic Minorities and Religions - the standing agency of the Program, the total resources to implement the National Target Program 1719 for the period 2021 - 2025 in Lao Cai province are about 5,656 billion Vietnamese Dong. Of which, the central budget is over 3,944 billion Vietnamese Dong; the local budget is about 1,069 billion Vietnamese Dong; community mobilization capital, other capital is over 275 billion Vietnamese Dong and credit capital is about 367 billion Vietnamese Dong.

In addition to evaluating the results achieved, the Conference devoted a lot of time for delegates to give opinions and propose content for the National Target Program 1719 for the period 2026 - 2030.
To implement the Program successfully in the period 2026 - 2030, Lao Cai province recommends merging the National Target Programs, including: National Target Program 1719; National Target Program on Sustainable Poverty Reduction; National Target Program on New Rural Development into 1 program, ensuring consistency in implementation.
Propose to adjust the regulations on ethnic minority and mountainous areas in Decision 33/2020/QD-TTg dated November 12, 2020 of the Prime Minister in the direction of determining additional provincial levels in the region.
It is proposed to supplement clear regulations on the poor and near-poor identified at the end of 2025 or the beginning of 2026 to be kept stable as beneficiaries of policies under the Program for the entire period of 2026 - 2030 (including those who have escaped poverty every year during the period)...
