Lao Cai links building e-government with administration reform

On the afternoon of May 28, Department of Information and Communications and Department of Home Affairs signed a cooperation agreement to build e-government in association with administrative reforms in the period of 2019-2020 in Lao Cai province.

Department of Information and Communications leaders and Department of Home Affairs leaders signed a collaboration.

Accordingly, the Department of Information and Communications and the Department of Home Affairs will organize a review and evaluation of the results of the implementation of the objectives of the Projects on "Application Development of Information and Communication Technology in Lao Cai Province, period 2016 -  2020 "and the Project" Promoting comprehensive and comprehensive administrative reform in the political system of Lao Cai province, the period of 2016-2020 "to coordinate the development of the Information Technology Development and Application Plan  The Public Administration Reform Plan 2020 ensures successful implementation of the Scheme's objectives.

The two Departments work together to develop legal documents to improve the efficiency of information technology application and administrative modernization in state agencies.  Elaborating regulations on the use of digital signatures for electronic documents in state agencies;  stipulating the standards of input data and requirements for preserving electronic archives, guiding the implementation of the process of exchanging, storing and processing electronic documents in clerical and mechanical functions  a copy of the electronic document management system in the course of handling work of agencies and organizations.

The two Departments will work together to implement a pilot plan to build an electronic government platform (LGSP in Lao Cai province) and core software for a multi-tasking centralized operation center, period 2019-2020.  build the platform, integrate and share at the provincial level (LGSP) to serve the connection, pilot connection with a number of national databases, the Central Information System to improve the efficiency of online public services;  The connection between iGate System and the System of receiving and returning administrative procedure results meeting the requirements specified in Circular No. 17/2017 / TT-BTTTT Stipulating some contents and measures to implement Decision No. 45 /  2016 / QD-TTg of the Prime Minister on receiving dossiers and returning results of handling administrative procedures through public postal services.

The two departments work together to promote information and communication activities on the mass media on building e-government in association with administrative reform;  coordinate to assess the correlation, role and impact of e-government building with administrative reform and identify the key goals of building e-government associated with administrative reform as the basis.  for building projects related to modernizing the state administration of Lao Cai province in the period of 2020-2025 synchronously and effectively./.
